The other one is bad and measures 2.6 volts . This supply turns on and has two batteries included. I gave it time to charge the batteries but this didn't improve. One of the batteries is good, and measures 13.1 volts with a meter.

For sale is an APC BX1500LCD Back-UPS XS 1500 UPS. It seems to work perfect other than that. Please see pictures for details. Because of that, I cannot test the back up power capabilities this UPS.
